Actually, there is no need to use Internet Explorer to download the program. Downloads work just fine in any browser. However, due to the the poor quality of HTML coding in Korean websites and the excessive relieance on activex to accomplish even trivial tasks IE is really the only way to browse the net in the country. It’s quite an unfortunate situation. However, that being said I do thank you for the “how-to”. Very useful.

I had some trouble finding this, especially since they’re site has been updated/re-designed since this was published. I know absolutely no Korean, but was able to find this page to download it (there is even a link in English at the bottom!!
I hope this helps some others having problems:
